- We are seeking a Monitoring, Evaluation, and Reporting (M&E) Specialist to design and implement a comprehensive Monitoring and Evaluation framework to assess the impact and effectiveness of our initiatives related to credit scoring, capacity building, and fraud detection. The successful candidate will play a pivotal role in evaluating the impact of the project on portfolio quality, designing key performance indicators (KPIs), and delivering actionable insights to drive improvements and inform stakeholders.
- Develop an M&E framework aligned with the objectives of the Technical Assistance (TA) Activity.
- Define clear and measurable outcomes, indicators, and data collection methodologies for each task and subtask under the project.
- Establish efficient data collection mechanisms to capture relevant program data points and outcomes.
- Develop a near real-time monitoring system to track progress against established KPIs and milestones, including portfolio quality metrics such as repayment rates, on-time repayments, default rates, and portfolio at risk (PAR).
- Produce regular written monitoring reports summarizing progress, challenges, and areas requiring corrective action.
- Document best practices, lessons learned, and successful strategies derived from the implementation of the M&E framework.
- Collaborate with stakeholders, including contractors, program participants, partners, technical advisors, internal credit/collections leads, and regulatory bodies, to gather feedback and insights.
- Summarize feedback from contractors and other stakeholders on the M&E framework's effectiveness.
- Ensure deliverables meet stakeholder expectations and align with the requirements outlined by the Development Finance Corporation (DFC).
- Validate the performance of contractors and ensure timely payment for services rendered.

- A comprehensive document outlining objectives, KPIs, indicators, data collection methods, and reporting protocols, incorporating stakeholder feedback.
- Sample reports summarizing portfolio quality and the impact of initiatives since the start of the TA Activity.
- A concise report highlighting lessons learned, successful strategies, and best practices derived from the M&E framework implementation.
- Proof of engagement with contractors and other stakeholders, including written feedback on the M&E practices and payment confirmations for contractor services.
- Written summaries for each task and subtask.
- Metrics on the number of end-customers reached, disaggregated by gender.
- Credit scoring model performance improvements (e.g., predictive power before vs. after the TA Activity).
- Other relevant indicators demonstrating the TA Activity's impact.
- Bachelor's degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, or a related field. A Master's degree is an advantage.
- Minimum 5 years of experience in designing and implementing M&E frameworks in credit, financial services, or development sectors.
- Demonstrated expertise in portfolio quality metrics (e.g., repayment rates, PAR, default rates).
- Experience in data analysis, visualization, and reporting, with proficiency in tools such as Excel, Power BI, Tableau, or similar.
- Proven ability to collaborate with diverse stakeholders, including contractors, regulatory bodies, and internal teams.
