BackgroundPastoralist communities in Kenya, primarily located in the Arid and Semi-Arid Lands (ASALs), face multi-dimensional marginalisation, including limited access to basic services, infrastructure, and political representation. Within these populations, certain sub-groups and clans experience even deeper levels of marginalisation—geographically, socioeconomically, and politically.Understanding the spatial distribution and nature of these marginalised communities is essential for targeted development programming, inclusive policy formulation, and equitable planning. This study aims to map and analyze the geography of marginalised communities among pastoralists in Kenya to inform interventions by government, development partners, and civil society organizations.Objectives of the StudyOverall ObjectiveTo identify, map, and analyze the geographical distribution and characteristics of marginalised communities among pastoralist populations in Kenya.Specific Objectives
  • Identify and classify marginalised communities/clans/sub-clans among pastoralist groups based on access to services, political representation, economic opportunities, and social inclusion.
  • Map their geographic locations using GIS and spatial analysis tools.
  • Examine historical, cultural, environmental, and political drivers of marginalisation in pastoralist zones.
  • Assess the implications of marginalisation on access to education, healthcare, water, security, and governance.
  • Provide policy and programmatic recommendations for inclusive development, representation, and service delivery.
Scope of WorkThe consultant will undertake the following tasks:
  • Conduct a desk review of existing literature, census data, county records, and policy documents.
  • Engage key stakeholders—including community leaders, local governments, NGOs, and development partners—through interviews and focus group discussions in selected counties.
  • Undertake field visits and community-level mapping in key pastoralist counties, including but not limited to: Marsabit, Isiolo, Garissa, Samburu, and Tana River.
  • Utilize GIS and spatial data tools to develop maps showing distribution patterns of marginalised groups.
  • Analyze data disaggregated by gender, age, location, and social grouping.
  • Validate findings with community representatives and local authorities.
Deliverables
  • Inception Report: Detailing methodology, work plan, tools, and sampling strategy.
  • Geospatial Maps: Indicating locations and boundaries of marginalised pastoralist communities.
  • Final Comprehensive Report: Synthesizing findings, analysis, and recommendations.
Duration and TimelineThe assignment is expected to take 10 working days from the date of contract signing. A detailed work plan will be developed during the inception phase.Required Qualifications and Experience
  • Advanced degree in Human Geography, Development Studies, Anthropology, GIS, or a related field.
  • Demonstrated experience in spatial analysis and participatory community mapping.
  • Strong understanding of pastoralist livelihoods and governance in Kenya.
  • Proven experience conducting socio-political or anthropological studies in ASAL regions.
  • Excellent analytical, communication, and report-writing skills.
Reporting and PaymentThe consultant will report to FCDC’s Programme Manager and submit deliverables according to the agreed schedule. Payment will be made upon successful completion of milestones:
  • 20% upon submission and approval of the Inception Report.
  • 80% upon submission and acceptance of the Final Report.
