  • Develop and deploy mobilization strategies in intervention areas based on social and institutional analyses to guide project implementation.
  • Strengthen local land management bodies as well as local development or community policing committees, taking into account the inclusion of women & youth.
  • Support the facilitation of consultations related to Free, Informed and Prior Consent (FIP).
  • Identify, assess and update risks (operational, social, security, fiduciary) and propose mitigation measures
  • Set up and manage the monitoring and evaluation system (indicators, tools, data collection).
  • Ensure the quality, reliability and traceability of project data.
  • Contribute to the development and implementation, in conjunction with media experts, of UN-Habitat's communication plan, taking into account the visibility requirements of technical or financial partners.
  • Produce periodic reports (internal and donor) in accordance with requirements.
  • Facilitate activities related to gender, inclusion, PSEA/GBV, complaints management, and Do No Harm community safe mechanisms.
  • Contribute to the project's learning (capitalization, lessons learned, strategic recommendations).
  • Participate in all operational or training activities proposed by management.
Qualifications/special skills
  • Completion of a high school diploma is required. Supplemental training in Social Sciences, Political Science, Law or related field is desirable.
  • A minimum of seven (7) years of relevant and progressively responsible working experience in local governance, community mobilization and leadership is required.
  • The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
  • Minimum of 7 years of experience in local governance, community mobilization and leadership is required.
  • Good knowledge of project management, reporting and monitoring and evaluation is required.
  • Advanced knowledge in empowering community actors, particularly in environmental management, humanitarian aid and/or local security is required. Familiarity with land and urban management is desirable.
  • Experience in the United Nations work and with government structures is desirable.
