- Facilitate timely, cost-effective, quality and accurate procurement of HF Group inputs (i.e. goods, services and works), and ensuring full adherence to the procurement policy and compliance with the relevant/related laws.
- Develop procurement strategies that are inventive, cost-effective and that align with the Group's financial and strategic goals.
- Negotiate with suppliers and vendors to secure advantageous terms.
- Negotiate contracts with suppliers to obtain best price and service.
- Identify cost reduction opportunities to achieve financial goals.
- Reviewing existing contracts with suppliers and vendors to ensure on-going feasibility.
- Performing risk assessments on potential contracts and agreements.
- Ensure procurement activities adhere to internal policies, legal requirements and mitigate related risks.
- Controlling the procurement budget and promoting a culture of long-term saving on procurement costs, forecasting and monitoring spend.
- Evaluating spending operations while seeking ways to improve and enhance the quality of products purchased.
- Conducting cost analyses and setting benchmarks for improvement.
- Prepare requisitions for quotations or tenders to prequalified suppliers or the public.
- Establish in co-ordination with the relevant department and end users, quality specifications of goods and services required by the Group.
- Review the supply chain to ensure it is efficient and effective.
- Ensure equitable and fair distribution of Request for Proposals to all pre-qualified suppliers.
- Manage the annual supplier pre-qualification exercise.
- Overseeing the receipt of all tender applications, ensure they are in safe custody, compile and prepare Tender Committee papers.
- Supervise purchases, stores management, inspection and issues of goods.
- Provide an effective Secretariat to the Tender Committee and facilitating a secretariat for Procurement Committee.
- Disposal of unserviceable HF Group assets.
- Maintenance of evaluation and performance records of suppliers.
- Maintain sound procurement policies that ensure sourcing and acquisition of goods, services and works is done while adhering to the laid down regulations.
- Lead and Develop the procurement team, fostering a high-performance culture.
- Stay updated on market trends and innovations to inform procurement decisions and maintain competitiveness.

- Bachelor's Degree in Business Management or a related field.

- Professional certifications such as Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), or Chartered Institute of Procurement & Supply (CIPS is mandatory
- Minimum 8 years' working experience with 5 years' relevant experience in a management position
- Expertise in sustainability and green procurement practices will be an added advantage
