Role: Resident Advisor – Investor RelationsDirect Report: Director General, Public Debt Management OfficeClient Overview:Our client is a specialist development agency working in over 30 African countries to mobilise “green plus” finance for economic development, environmental sustainability, and resilience-building. In partnership with Kenya’s National Treasury, the client aims to enhance the capacity of the Public Debt Management Office (PDMO) to strengthen investor relations, thereby promoting transparency, building market confidence, and improving the country’s access to sustainable financing.Project Overview:The client is seeking a seasoned Investor Relations Advisor to be embedded at the PDMO for 12 months (with potential extension for another 12 months, progressively ramping down to part-time). The Advisor will co-develop Kenya’s Investor Relations (IR) strategy, enhance investor communications, and develop internal capabilities to ensure these functions can be sustained post-engagement. The role also includes providing strategic guidance on investor engagement, market intelligence, and sovereign issuances, particularly those linked to sustainability objectives.This role requires experience in strategic communications, public finance, and investor engagement, especially in emerging or frontier markets. The ideal candidate will have worked with governments, multilaterals, or investor relations teams on capital market communications and roadshows.Key Deliverables:
  • A comprehensive investor relations diagnostic and strategy and implementation plan developed, sensitised with relevant staff and adopted.
  • A capacity development strategy for PDMO officials to enable them to better engage domestic and international investors. This capacity development plan implemented and evaluated throughout the engagement period.
  • Advice and recommendations on various aspects of investor relations prepared, sensitised with relevant staff and adopted. These would include protocols and tools for transparent and timely disclosure of macro-fiscal, economic and public debt information including new/updated website, reporting and/or communication materials/ templates among others in line with international best practice.
  • Regular market intelligence reports and policy briefs from investor relations engagements developed and recommendations from the briefs adopted and implemented.
  • Recommendations for organisational and institutional reforms for conducive investor relations based on international best practice prepared.
  • Mid-term and final evaluation reports with recommendations for sustainable investor relation improvements.
Experience Required:
  • Investor relations or capital markets advisory, ideally with experience supporting sovereign or quasi-sovereign entities.
  • Deep understanding of international investor landscape, including existing relationships with institutional investors in Eurobond and other capital markets.
  • Experience designing and implementing IR strategies and supporting transparent communication of economic and fiscal policies.
  • Practical knowledge of public debt management, financial markets operations, and sustainable finance instruments.
  • Proven track record working with government agencies, international stakeholders, and market participants.
  • Experience providing training and building institutional capacity.
Technical Requirements:
  • Master’s degree or equivalent in Finance, Economics, Public Policy, Communication or related discipline.
  • Familiarity with sovereign debt management frameworks and investor engagement practices.
  • Strong communication and presentation skills; ability to distil complex technical content into persuasive narratives.
