- Leads the International Procurement team and provides strategic direction, supervision, employee development and oversight of team, to include assessing staffing levels within the unit to ensure customer and compliance needs are met.
- Ensures that HJFMRI procurement practices are in compliance with Federal regulations, HJFMRI policy and award requirements. Assures that procurement personnel are trained and complying with established procedures concerning approved terms and conditions, delegated authority limits, methods of procurement, competitive bidding, reasonable pricing, and sole source justifications, and that files of documentation (System for Award Management (SAM), Excluded Parties List System (EPLS) certifications, Federal Funding Accountability and Transparency Act (FFATA), all clearances, approvals required for all procurement actions are complete, accurate and sufficient to withstand future audit.
- Responsible for all interactions with vendors, including managing Requests for Proposals, new vendor management, vendor selection, third party monitoring, interactions with vendors for receipt of final invoice.
- Responsible for the development and management of procurement plans, requisitions, Purchase Orders as well as expediting, tracking and managing returns/exchange to ensure efficient, timely and effective acquisition of goods and services for the program/projects.
- Assists PIs and PMs with procurement procedures, provides timely updates on transaction status and requirements, and works with both to ensure invoices are processed, Purchase Orders are modified to add or deobligate funds as requested.
- Assist supervisor in procurement reporting and analysis to ensure that HJFMRI sourcing goals are met.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
- Knowledge of Uniform Guidance, Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement.

- Bachelor's Degree
- Minimum of 9-10 years experience required
