The Emergency Plus Medical Services (E-Plus) concept was born out of a tragedy in 2006, when a senior employee of KRCS was involved in an accident in the upper Eastern Region of Isiolo County.Medical Operations DirectorJob purposeResponsible to the Managing Director, the Medical Operations Director will provide leadership to the Operations department by ensuring that appropriate structures, systems, competencies and values are developed and adopted to assure quality provision of pre-hospital care. In addition, s/he will provide leadership and medical expertise in the development of clinical programmes in line with the organisation strategy.Roles and Responsibilities
  • Set and ensure compliance with patient care standards including; communications, standards, dispatch and medical protocols.
  • Develop and ensure implementation of pre-hospital care protocols and standing orders under which the provider functions and the process for the provision of concurrent medical direction.
  • Ensure the appropriateness of initial qualifications of pre-hospital care employees involved in patient care are adhered to and maintained on an ongoing basis through education, testing, and credentialing as the authorities have determined.
  • Develop and implement an effective process improvement program to ensure continuous patient care improvement.
  • Maintain liaison with the medical community including, but not limited to, hospitals, emergency departments, physicians, out-of-hospital providers, and nurses.
  • Promulgate public education and information on the prevention of emergencies.
  • Develop and continuously review the list of emergency equipment and medicines used in pre-hospital care as per the scope of service.
  • Provide appropriate direction/advise on phone to the Paramedics/EMT's during any challenging or difficult emergency situation (medical control)
  • In charge on training programs for different Paramedics/EMT levels by making sure that Continuing Medical Education for the staff is ongoing (CME)
  • Ensure effective team communication throughout the organisation through the application of suitable reporting systems and structures and the identification and provision of appropriate training.
Operational Role:
  • Planning and directing the emergency medical services. This involves co-ordination of activities with the Dispatch Centre in liaison with the Dispatch supervisor, particularly for air evacuations, medical escorts and transfer of critical/ICU patients.
  • Overseeing inventory, order processing and distribution of medical equipment and consumables. This includes, but not limited to, regular review of vendors to ensure that procurements are being made utilizing the most cost-effective purchasing strategies.
  • Overseeing ambulance operations, business planning and budget development. This includes performing personnel functions including, but not limited to, hiring according to the position control, oversight of all aspects of disciplinary action, including terminations in conjunction with HR and performance reviews. Additionally working with the Operations Supervisors to develop, implement, and maintain necessary reports and documentation to ensure compliance with established operational goals and objectives.
  • Ensuring services are in compliance with professional standards. This is by bench-marking with other EMS providers internationally as well as overseeing the Quality Improvement program within the organisation
Qualifications
  • Bachelor of Science in Medicine, MBchB
  • Masters in Emergency Medicine or in ICU/Anesthesiology will be an added advantage
  • License to practice Medicine
