
Technical Assistance Consultant – Demographic Transition at Palladium International

- Provide strategic advice to governments on integrating demographic transition into national policies, sectoral plans, and investment frameworks.
- Design and deliver trainings, mentorship, and technical guidance to national institutions and stakeholders on the use of demographic and SRHR data in planning and budgeting.
- Strengthen national systems for demographic data collection, analysis, modeling, and dissemination to support evidence-based policy development.
- Support the design of MEL frameworks to monitor demographic transition outcomes and conduct resource mapping and gap analysis to enhance accountability.
- Facilitate stakeholder engagement and advocacy efforts, including CSO and media involvement, to build demand, ownership, and domestic financing for demographic transition and SRHR priorities.
- A Master’s degree in Demography, Population Studies, Economics, Public Health, Development Studies, or a related field.
- Additional certifications or professional development in demographic analysis, planning, or monitoring and evaluation would be an asset.
- Minimum of 5 years of professional experience directly related to demographic transition, population dynamics, or demographic dividend strategies.
- Proven experience in working with governments, international agencies, or development programs in Sub-Saharan Africa.
- Experience in providing technical assistance, strategic planning, or policy advisory services at national or regional level.
- Strong understanding of demographic transition theories and their application to sectoral planning (e.g., health, education, employment, social protection).
- Demonstrated ability to analyze, interpret, and apply demographic data for decision-making.
- Experience in drafting or contributing to policy documents, investment cases, or development strategies related to population dynamics.
- Strong interpersonal and facilitation skills for working with high-level stakeholders and multi-sectoral teams.
- Excellent written and oral communication skills in English; knowledge of French or Portuguese is an advantage.
- Ability to deliver high-quality outputs under pressure and within tight timelines.
- Have recognized, independently verified qualifications i.e., through professional body membership.
- Proven capability to provide quality assurance of the work of others.
