- Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics, Monitoring and Evaluation, Policy Analysis and Project Management or equivalent qualification from a recognized institution.
- Possesses strong knowledge of logical frameworks, results-based management, and key performance indicators.
- Excellent organizational, coordination, and teamwork abilities.
- Develop and implement Monitoring and Evaluation frameworks, tools, and indicators for CPSB activities and strategic plans
- Collect, analyze, and report data related to public service recruitment, promotions, training, disciplinary actions, and performance management
- Support the preparation of quarterly and annual performance reports for the Board
- Track and report on the implementation of recommendations and decisions made by the CPSB
- Participate in the review of HR policies and ensure they are aligned with performance management objectives
- Assist in conducting impact assessments, audits, surveys, and evaluations of county departments' compliance with human resource management standards
- Maintain an updated M&E database and ensure proper documentation and filing of reports and records
- Identify gaps in service delivery and provide recommendations for policy and operational improvements
- Liaise with other departments, directorates, and external stakeholders for data verification and information sharing
- Promote a results-based management culture in the county public service
- Participate in the development of the Board's strategic and annual work plans
- Plan, monitor and evaluate performance of staff against the set targets.
