They do this by providing legal services and support, training professionals on human rights, engaging in advocacy campaigns that promote awareness of human rights issues, conducting research and influencing policy that promotes evidence-based change. Our client advocates for a holistic and rights-based system of service delivery in health and for the full enjoyment of the right to health by all, including the vulnerable, marginalized and excluded populations in four thematic areas.BACKGROUNDThe fight against DR-TB has entered a new era with the introduction of short term, all oral regimens and more accessible diagnostics. However, these developments will not achieve their full potential unless countries create enabling policy environments and support civil society and community networks to drive adoption and accountability. The 2023 Kenya TB report revealed persistent gaps in the uptake of molecular diagnostics and limited rollout of new shorter DR-TB regimens such as BPaL/M. Barriers included weak policy translation, health system bottlenecks, stigma and limited access among key and vulnerable populations such as people living with HIV, people who inject drugs, prisoners, migrants and the urban poor.Despite policy shifts by the Ministry of Health to align with WHO guidelines, Kenya’s TB response continues to be challenged by slow adoption of WHO recommended DR-TB regimens, limited implementation of accountability frameworks such as MAF-TB and CCSE and low civil society participation in TB governance and national technical working groups. The COMBAT DR-TB project focuses on integrating legal empowerment and rights-based accountability into the fight against DR-TB. The project adopts a community led approach to legal reform, policy engagement, participatory monitoring and the strengthening of community and civil society voices in health system decision making.To further this mandate, our Client seeks a qualified national consultant to support develop advocacy materials to advance inclusive and rights-based policy reforms for DR-TB prevention, diagnosis and treatment in Kenya. This includes supporting alignment with global standards, engaging stakeholders in the policy space and facilitating meaningful participation of civil society and affected communities in DR-TB governance structures.SPECIFIC OBJECTIVESThe specific objective of this consultancy is to develop and present context-specific advocacy materials aimed at raising awareness and for use in literacy workshops about DR-TB policies and services in Kenya.SCOPE OF WORK & EXPECTED DELIVERABLESThe consultant will be responsible for material development and design of;
  • An advocacy toolkit with simplified advocacy messages for use by civil society in Kenya
  • A presentation for use in in-person and virtual training of civil society on advocacy
  • Simplified fact sheets for participants.
REPORTING AND SUPERVISIONThe consultant will report to the Program Manager HIV/TB and the Project Coordinator. Our Client shall provide overall supervisory support for the assignment and administrative and logistical support.DURATION & LOCATION OF THE CONSULTANCY ASSIGNMENTThe consultancy will be conducted over a period of 15 working days.   • Advanced Degree in Public Health or a related field
  • Minimum 7 years of experience in designing training curricula and materials, preferably on TB, TB/HIV, public health or rights-based programs
  • Proven ability to translate technical content into accessible, engaging materials for community level users
  • Knowledge of DR-TB, TB/HIV and Kenyan public health context
  • Excellent writing and communication skills in English and Kiswahili
  • Demonstrated experience working with CSOs, CBOs and community health champions.
