CDL was founded in early 2003 by its current Managing Director Lucy Mmari.Within her 14 year tenure in a well established logistics company, She honed her skill in human resources management and thereafter started CDL.Policy and Advocacy ManagerThe ideal candidate will be an experienced policy and advocacy professional with strong analytical skills, a deep understanding of humanitarian issues, and the ability to develop compelling narratives that influence policy and practice. They will manage a team that collaborates closely with the research and innovation units to generate advocacy products that shape discourse and drive change.KEY RESPONSIBILITIES:
  • Strategic Leadership & Advocacy
  • Develop and implement an advocacy strategy that amplifies the impact of our research and innovation.
  • Lead the creation of thought leadership materials that challenge norms and influence humanitarian policy and practice.
  • Position the think tank as a leading voice in key policy discussions at national, regional, and global levels.
  • Content Development & Knowledge Translation
  • Work with research and innovation teams to synthesize insights into policy briefs, reports, opinion pieces, and multimedia advocacy materials.
  • Ensure advocacy outputs are accessible, engaging, and targeted to key stakeholders, including policymakers, donors, and humanitarian agencies.
  • Experiment with creative approaches to policy messaging, including storytelling, visual advocacy, and digital campaigns.
  • Stakeholder Engagement & Representation
  • Cultivate relationships with key humanitarian actors, policymakers, and advocacy networks to advance our policy agenda.
  • Represent the think tank in high-level forums, conferences, and roundtables to drive policy conversations.
  • Act as a bridge between researchers, innovators, and external stakeholders to ensure policy relevance.
  • Team & Project Management
  • Lead and mentor a team of advocacy and communications specialists.
  • Oversee the design and execution of advocacy campaigns, ensuring they align with organizational priorities.
  • Identify funding opportunities and lead and/or contribute to the development of grant proposals to sustain the department and its initiatives
  • Manage project timelines, budgets, and deliverables effectively.
  • Risk Management and Compliance
  • Supports the HoD/Head of Programs in managing threats and opportunities that may affect their programs/departmental objectives.
RequirementsEDUCATION BACKGROUND
  • Master's degree in Public Policy, International Relations, Social Sciences, or a related field.
  • Minimum of 5 years of experience in policy, advocacy, or communications within the humanitarian or development sectors.
