  • management. This position plays a pivotal role in ensuring that the mill operates at optimal efficiency and profitability while meeting customer requirements, environmental standards, and employee well-being.
  • As the strategic and operational head of the facility, the Mill Manager directs all aspects of the mill's daily functions - from raw material handling and pulping to paper machine operations, converting, and final dispatch. In addition supervising waste paper sourcing,
  • treatment, and refining processes. This role further encompasses the oversight of the
  • Effluent Treatment Plant (ETP) to ensure sustainable operations and adherence to
  • environmental regulations.
  • The Mill Manager provides strong leadership to cross-functional teams including production
  • supervisors, maintenance engineers, ETP operators, quality assurance staff, and converting
  • line personnel. Through effective planning, performance management, and continuous
  • improvement initiatives, the Mill Manager ensures the facility meets its tonnage target of 45 tons per day, maintains product quality, and achieves cost-efficiency goals.
  • This position demands a blend of technical expertise, operational discipline, and people
  • management skills, along with the ability to drive change in a fast-paced manufacturing
  • environment. The Mill Manager is also responsible for fostering a culture of safety, compliance, innovation, and accountability throughout the mill.
Key responsibilities:Production management:
  • Plan, supervise, and control daily production processes from pulping to finished paper output.
  • Ensure production targets 45 tons per day are met or exceeded while maintaining product quality standards.
  • Optimize process efficiency and reduce downtime by improvingrunnability, throughput, and machine utilization.
  • Monitor key operational metrics such as yield, moisture, GSM, and reel quality.
  • Effluent treatment andenvironmental compliance:
  • Oversee the operation of the Effluent Treatment Plant (ETP) to ensure safe and compliant discharge.
  • Ensure all environmental laws, water usage permits, and emission regulations are strictly followed.
  • Implement waste minimization, sludge handling, and resource recovery initiatives.
  • Liaise with environmental agencies and maintain required documentation and reporting.
Raw material and resource management:
  • Ensure consistent and cost-effective sourcing of waste paper and other raw materials.
  • Monitor raw material quality and coordinate pre-processing activities like sorting, pulping, and refining.
  • Oversee water, energy, steam, and chemical usage across mill operations to improve resource efficiency.
Maintenance and asset management:
  • Supervise preventive, predictive, and breakdown maintenance of all production and utility equipment.
  • Ensure critical spares inventory is maintained and procurement is planned proactively.
  • Coordinate scheduled shutdowns and unplanned stoppages with minimal production loss.
Converting and finishing oversight:
  • Supervise converting processes: slitting, rewinding, embossing,folding, and packaging of tissue paper.
  • Ensure finishing operations align with customer specifications,hygiene standards, and delivery schedules.
  • Monitor finished goods quality, packaging integrity, and labeling compliance.
Quality assurance and product development:
  • Ensure end-to-end quality control across pulp, sheet formation, drying, and converting stages.
  • Work with QA/QC teams to analyze quality trends, address customer complaints, and implement corrective actions.
  • Support trials and product development activities for new grades or specifications.
Health, safety, and environment (HSE):
  • Promote a zero-accident workplace by enforcing safety policies andtraining programs.
  • Conduct risk assessments, incident investigations, and safety audits.
  • Ensure compliance with occupational health and industrial hygiene standards.
People leadership and team development:
  • Lead, train, and evaluate performance of production supervisors, engineers, technicians, and operators.
  • Foster a performance-driven culture with clear KPIs, accountability, and recognition.
  • Manage labor relations, resolve conflicts, and ensure compliance with HR and labor laws.
Budgeting and cost control:
  • Prepare and manage the mill's operational budget, including labor,
  • maintenance, energy, and materials.
  • Monitor cost per ton, utility consumption, and raw material efficiency.
  • Identify cost-saving opportunities through process optimization,waste reduction, and technology upgrades.
Strategic planning and continuous improvement:
  • Develop operational strategies to improve output, reliability, andsustainability.
  • Lead continuous improvement projects (e.g., Lean, Kaizen, TPM) to enhance plant performance.
  • Analyze production data to identify bottlenecks, variances, and areas for innovation.
Stakeholder coordination:
  • Collaborate with supply chain, procurement, sales, R&D, andfinance teams to ensure integrated operations.
  • Interface with regulatory bodies, auditors, and communitystakeholders as needed.
  • Represent the mill in internal reviews, external inspections, and strategic planning sessions.
