- Bachelor of Education or Early Childhood Development and Education degree from a recognized institution; OR Bachelor of Arts/Science with Education from a recognized institution; OR Bachelor of Arts/ Science and a Postgraduate Diploma in Education from a recognized institution;
- Knowledge and relevant work experience of not less than three (5) years; and
- Shown merit and ability as reflected in work performance and results
- Develop and implement ECDE strategic and annual work plans.
- Align county ECDE programs with national education policies and guidelines.
- Monitor teaching and learning activities in ECDE centers.
- Coordinate teacher training, mentorship, and capacity-building programs.
- Evaluate performance of ECDE programs and staff.
- Oversee the development and use of instructional and play-based learning materials.
- Ensure quality assurance and adherence to ECDE standards.
- Mobilize resources (financial, material, and human) for ECDE programs.
- Manage county ECDE budgets and expenditures.
- Compile and submit regular reports on ECDE progress and challenges.
- Liaise with stakeholders, including parents, communities, NGOs, and government agencies.
- Promote inclusive education, ensuring support for children with special needs.
- Sensitize the public on the importance of early childhood education.
- Advise county leadership on ECDE policies and emerging issues.
- Enforce compliance with TSC and Ministry of Education regulations.
- Conduct data collection, analysis, and reporting for planning and improvement.
- Develop school readiness programs and transition support for ECDE learners.
- Plan and supervise co-curricular activities in ECDE centers.
- Implement monitoring and evaluation tools for effective program management.
- Plan, monitor and evaluate performance of staff against the set targets
