- Bachelor's degree in Computer Science, Information Technology, or a related field from a recognized institution.
- Master's degree in a relevant ICT or management field will be an added advantage.
- Professional certifications such as CCNA, CISM, CISA, ITIL, or PMP are desirable.
- At least 10 years of relevant ICT experience, with a minimum of 5 years in a senior management or leadership role.
- Proven experience in ICT strategic planning, systems development, project management, and cybersecurity.
- Strong leadership, analytical, problem-solving, and communication skills.
- Demonstrated ability to manage large-scale ICT infrastructure and change management processes.
- Knowledge of e-Government initiatives and digital transformation will be an advantage.
- Lead the formulation and implementation of ICT strategies, policies, and standards aligned with national and institutional development goals.
- Oversee the design, development, implementation, and maintenance of ICT systems including software, hardware, and networks.
- Ensure the security of ICT systems and data, including the development of disaster recovery and business continuity plans.
- Coordinate ICT projects and ensure effective project management, budgeting, and resource allocation.
- Provide technical support and guidance to departments on ICT-related matters.
- Manage contracts and relationships with ICT vendors and service providers.
- Promote innovation and adoption of emerging technologies to improve service delivery.
- Supervise, mentor, and build capacity of ICT staff to ensure high performance and career development.
- Monitor compliance with relevant ICT laws, regulations, and best practices.
- Prepare and present reports on ICT performance, risks, and strategic initiatives to senior management.
